The New Bible Commentary on the New Testament says this (other commentaries also affirm that the letter of Philemon was to be read to the house church gathered in his home):

“Since Philemon was one of those who labored to begin the church at Colosse, it was very natural to have a church meeting in his home. However, it is very unlikely that the entire church at Colosse met in his home. If it did, Paul would have had to address this epistle to all the saints at Colosse. But he already had written a separate epistle to the entire church (the Epistle to the Colossians), which was sent to Colosse with Onesimus and Tychicus at the same time this epistle to Philemon was sent. Thus, it was Paul’s intention that the entire church at Colosse read his larger epistle and that the church meeting at Philemon’s house read this smaller, personal epistle. Since the believers meeting in Philemon’s home would know of Philemon’s affairs—especially concerning Onesimus—it was wise for Paul to include them in this epistle. It would keep them from gossiping, and the church could apply extra pressure on Philemon to meet Paul’s request. At any rate, the church that met in Philemon’s home was a house church, a home meeting (or ecclesia), assembling within the confines of the local church at Colosse. The same kind of meetings are spoken of in Romans 16:5; 1 Corinthians 16:19, 20; Colossians 4:15, 16 (see comments on Rom. 16:5, comments on 1 Cor. 16:19, 20, and on Col. 4:15, 16).”
