Reading from Matthew Henry's :-

"The persons written to are Philemnon and Apphia, and with them Archippus, and the church in Philmon's house. Philemon, the master of Onesimus, a slave, was the principal (meaning chief; main), to whom the letter is inscribed, the head of the family, in whom were the authority and power of taking in or shutting out,and whose property Onesimus was: with him therefore chiefly lay the business. "

Reading from The New Bible Dictionary :-

"It should be also noted that a house-church is in mind as well the people named in the address (v 2). Goodspeed and Knox OVEREMPHASIS the part the church is expectd to play in SWAYING THE SLAVE-OWNER to 'do the christian thing': the second singular person is used throughout, even for the greetings: the only exception are in vv 22(the hoped-for visit) and 25 (the bendiction). This affords a contrast with Ignatius' letter to Polycarp, which is addressed to an individual but with frequent passages in the second person plural which show that the church is being harangued. Philemon is addressed to the slave-owner, WITH HIS FAMILY AND CHURCH PERSUMABLYU LINKED WITH HIM AFTER THE MANNER OF Rom xvi.5; Col iv.15."
