If you are a believer, you must believe in the sufficiency of scripture for all matters of faith and life. The secret things of God belong to God alone but the things that have been revealed belonged to us [Deut.29:29] The bible revealed that the Holy Spirit can be liken to 'wind' in his mysterious workings but never as electricity or any other physical force. The bible is silent as to what else the Holy Spirit can manifest as and so we must be silent too. Beyond what the bible reveals, we CANNOT and MUST not go. Does the effect of being filled with the Spirit result in giggling or hysterics? The Spirit is a HOLY Spirit and His work is essentially to sanctify and cleanse us from sin. Is sin, damnation and hell laughing matters? Those who are filled with the Spirit display the fruit of the Spirit and laughing is not one of them. Think biblically. Search the scripture and see whether the phenomena you described fit into biblical truths. Do not believe delusions or lies. The best countfeits are those that most closely resemble the genuine but this electricity does not even come close.
