Let's read the verse in the context.

It was addressed to a crowd who asked Jesus, "If you are the Christ, tell us plainly".

Jesus replied, I told you, and you do not believe: the works that I do in my Father's name, these bear witness of Me. But you do not believe, because you are not of My sheep. My sheep hear My voice, and I know them, and they follow Me."

Here Jesus says they don't believe because they are not of His sheep. The characteristic of His sheep is that they hear His voice, He knows them and follow Him.

In this context the "hearing of His voice" must be about "believing" that "He is the Christ". So I don't think it refers to a post-regenerated hearing in the context.

The plain meaning of the text is that they do not believe because they are not of His sheep.
