Sorry for not being clear.
What I mean is that the Holy Spirit guides ordinary people just as much theologians and councils and people who extract principles/norms from the Bible. The councils that canonized the Bible, as we use today were similar. The point is that we cannot throw them out of the equation as some suggest. They help in interprtting the Word, providing guides for study, etc...without which we might have a hard time understanding certain scripture accurately.
