Dear,
Let me answer your second question first, The sentence, " Pray to St Michael" and " Prayers to St Michael" have got different meaning. Whatever we pray, they intercede. Whatever we get, the glory belongs to God only, as what I have said, They are helping us to pray together as a communion. Archangels, faithful servant of God in the heaven. They help to bring our prayers to God. Especially Raphael ( Healer ), Gabriel (Messenger of God), Michael ( Warrior and Heavenly Defender).
In our human lives, there are structures like an oganizational chart, so does in heaven. When God places different roles in one another. If God would like to do things himself and I suppose, he won't make the angels and archangels out of his creation too. If I would like something from my King, I would have to follow the chain of command too, first thru' a magistrate, then a high offcial, a bishop(adviser), prince to the King. Whereby the King won't come to my house and present the gift to me, but his loyal servants.
But we also remember all of these are of extra-devotional. We should also hold our main focus and give glory only to the Holy Trinity. Those who wrongly focus on the Saints and Archangels and Mary are what we call, ignorant Catholics.
I just happen to have an answer from my Daily Prayer book, hope it helps.
We have people called "Saints" in the strict sense. These are the people who are first considered Saints by their friends who, as mentioned above, personally experienced and knew their Holiness , and were convinced that they are in Heaven. These was later declared "Saints" by the Church, after she had investigated the details of their lives and the effect their writting and example had on other people, the benefits recieved by those who imitated them, and the favors and miracles God granted to people who prayed with them. This process ended with a formal 'Canonization', in which the Church declared that this Holy person was indeed in heaven, and allowed, and in fact encouraged, us to honorhim/her publicly with prayers and devotion.
Thses are the 'Canonized' Saints , the people whom our Church assures us are in Heaven so that we can imitate them and ask their help, confident because of our Church's authority, that they share God's life and therefore, can hear and answer us thru' God's knowledge and power. Hope that you know better now.

In His Greater Glory,

Emmanuel
