Perhaps they could just be writing names down on a piece of paper (is paper & pencil invented? ;)) and ask the Lord to pick His choice from among the names. How? I'm not able to answer cos the details are not recorded in the Bible. But we need not translate what they did into our modern day equivalent of 'divination' like throwing dice or other pagan ways of consulting their idols.
Perhaps someone knows about throwing lots (is it a Jewish practice?) during the Romans time period in history, when decisions need to be made?
