According to the World Book Dictionary, to cast in one's lot with, is to share the fate of; become a partner with. So, in the context they have nominated two persons and after prayer, they decided that Matthias should cast in his lot with the rest of the apostles. I hope this helps. Not throwing of dice or anything of this sort.
