According to the New Bible Commentary (21st Century Edition), the Hebrew word for lot in v 6 and v 10 is translated 'allotment'. It is their mode of distributing the land by apportioning into lots or allotment of land. According to the World Book Dictionary, the meaning of cast can mean to assign. So, to cast lots will mean to assign parts of land. I hope this helps.
