Let's look in the context.
1 Tim 2:2 onwards.
2:1I exhort therefore, first of all, that supplications, prayers, intercessions, thanksgivings, be made for all men; 2:2for kings and all that are in high place; that we may lead a tranquil and quiet life in all godliness and gravity. 2:3This is good and acceptable in the sight of God our Saviour; 2:4who would have all men to be saved, and come to the knowledge of the truth. 2:5For there is one God, one mediator also between God and men, himself man, Christ Jesus, 2:6who gave himself a ransom for all; the testimony to be borne in its own times; 2:7whereunto I was appointed a preacher and an apostle (I speak the truth, I lie not), a teacher of the Gentiles in faith and truth. 2:8I desire therefore that the men pray in every place, lifting up holy hands, without wrath and disputing. So who is this "ALL" men ? If we really go and read the whole chapter without plucking verses out, in the context what Paul is saying is that God wants ALL men ( meaning - including GENTILES ) to be saved. NOT Each and EVERY single person. Remember, PAul is writing to Jewish Chrsitians who were not so favouring that Gentiles be saved by the same Gosple. So Paul has to re-iterate it over and over again. See v 6: He says ransom for ALL, then v 7 talks about Gentiles. That is why Paul says about ONE God in verse 5 also, to remind them that God is for ALL. ( Meaning ALL Types of people and not only JEWS..)..... Verse 8 also talks about praying in every place without disputng....Because he knows that there can be disputes when Jews mix with Gentiles.... -JD36
