My personal view is that God has to allow for Probability in Creation or all He will have are computers made of human flesh without any freedom, thought or will. The concept of freedom is important. Take a car for example. Its pistons are free to move. Now if all the pistons of the car are fixed then the car will be useless. You can't drive a car with fixed pistons. Extrapolate this to the whole universe.

So I think God has to allow freedom in creation for it to be of any use to Him. When there is freedom there is bound to be variability, accidents, etc.

It is not possible to know what is fixed and what is variable from God's point of view. Hence those He foreknew He predestined, etc but the call of the Gospel is for all to repent and believe.
