First thing you have to note that RC looks at Church as the whole 'People of God', and not just the clergy nor the pope. IIRC, the correct intepretation of the scriptures lies within the 'sense of the faithful', which is articulated through the teaching majesterium. What they oppose is the individualistic intepretation of the Bible - this is how _I_ see it, and therefore this is how it should be read. Likewise when the Bishop of Rome speaks ex cathedral, he speaks not for himself but rather having consulted the minds of the faithful, he is articulating the mind of the church.
Sounds pretty reasonable... But I don't think it's well practised. As an aside, I believe Cardinal Ratzinger said something like the curia cannot just take the predominant mindset of the Church as defining for doctrines (context of ordination of women or contraception - I cant recall), we should also consider the minds of the faithful departed who are part of the Church. Like I'll say... win liao lorh.
