Man made rules and regulations are set up for the good of the people in a certain place. Like you say, if the church is charging $2/head for lunch is a different thing altogether. It is not for church attendance.

I suppose the reason for such a move is, maybe the church wants the members to have fellowship over lunch. I think this is best left to the Fellowship Committee to sort out with the interested members as to the cost of the lunch and admin fees, if any.

If these rules and regulations become cumbersome and burdensome for the church members to follow, then by all means remove them or refine them to make them more compliant and conducive.

Maybe you can list down all the rules and regulations set up by churches here for further and more specific discussion.
