The reasons for rules and regulations (Ivan)

As I have mentioned, I am not questioning the motive or the right or wrong of a certain rule or regulation.
Using the same example, I am only wondering if the rule will turn away the non-Christians, the poor or the marginalised people. And also whether I should question at all ? Will I be branded a troublemaker ? SAVED-BY-GRACE seems to suggest so.
