There are 3 key questions that beg our answers: 1) Who are the true worshippers? 2) Who is the true God? 3) What is true worship?
From the 2 accounts which RO related, we can answer all these 3 questions and establish what is acceptable to God as true worship. From Jesus deliberation with the Samaritan woman, we learn that the true worshippers are those who worship God in spirit and in truth. In Jn 4:24, we learn that God is Spirit which means that our worship of Him is not restricted in locality only and in Acts 17:29, Apostle Paul pointed out to the men of Athens that they "ought not to think that the Divine Nature is like gold or silver or stone, something shaped by art and man's devising." They have also not known Jesus who is the Way, the Truth and the Life. So, we can conclude that the men of Athens are not true worshippers of the true God. Remember Paul called the men of Athens religious but they are not true worshippers of the true God. They failed the tests miserably ie, their worship is unacceptable to God as true worship. Hope this helps.
