The early church didn't waste time and money on buildings and budgets, they
evangelized in the streets and met in homes for fellowship. The church at
Colosse met in the home of Philemon, (Phil. 1:2), and Corinthian church met
in the home of Gaius (Rom. 16:23). There's no evidence that the church
maintained membership rolls or kept track of who attended the gatherings and
who didn't. They had no vestured clergy but the Holy Spirit raised up
godly, qualified men to shepherd the flock. They gathered together to
remember the Lord and for mutual edification, and there's no indication that
they planned any building programs.
