Don't say "Thus saith the Lord." if it is just one's impression or imagination. To say "the Lord says" when God has not spoken is a blatant lack of the fear of the Lord. It violates the 3rd commandment (Exo 20:7).
God rebuked these profane prophets through Jeremiah: "I have not spoken to them, yet they prophesied." Jer 23:21
