What is missing is FAITH.

Scripture need to be interpreted by other scriptures. Rom 4:21-26 says this about propitiation : "But now apart from the Law the righteosness of God has been manifested....even the righteousness of God THROUGH FAITH in Jesus Christ for ALL WHO BELIEVE for there is NO DISTINCTION; for all have sinned and fall short of the glory of God, being justified as a gift by His grace through the redemption which is in Jesus Christ; whom God displayed publicly as a propitiation in His blood THROUGH FAITH...that He might be the justifier of the one who has FAITH in Christ." As we can see, God can only justify those who are of FAITH in Christ, though the provision has already been made for the world to be forgiven of their sins.
