I am sure that Apostle John knows what he is talking about when he says "the whole world". Look also at Jn 3:16. For God so loved "the world", is John referring to all the people of the world?
Your "chosen" theology or thinking may need to be re-examined in the light of the whole Scriptures. Let me say that all Christians are chosen of the Lord (1 Pet 2:9). You know that all Adamic race are children of God's wrath. Jesus has died for the sins of the whole world and He offers Himself to be the Saviour, Propitiator, Pardoner, Expiator, Atoner. What if you know about the offer, and you did not accept it, will you be pardoned and be set free from the penalty of death and prison of sins? Man has to make a choice. It is like a President's pardon. What if you are slapped with a death sentence for a crime committed, and somehow by divine intervention you are given a President's pardon and you refuse to believe it is true, you will continue to stay in prison till the day of execution. By believing and receiving the pardon, you would have been a free man. You have to make a choice. It is God's will that none should perish but that all should come to repentance. What do you understand by the word "all". It means everyone. The good news is for all Adamic race and they have to hear of the offer in Jesus. We are called to be ambassadors to promote peace between God and man by preaching the Prince of Peace who died to reconcile man back to God and also to experience all the spiritual blessings in Christ. Man has to make a choice. Let's be adamant as Apostle Paul, saying in Acts 28:28, "....and they will hear it."
