I've never been to Toronto nor Pensecola, although I've been in meetings where some of their leaders have been a part. My understanding is that, in their meetings, not just any person is allowed to lay hands on others. Only those who are trusted by the church leadership (or the group holding the meetings) and have been trained in the ministry of laying on of hands are allowed to lay hands. They can be identified by the badge they're wearing that they are operating under the authority of the church. Being under athority, or under the covering is a good safe guard. That's probably a whole new possible topic of discussion in itself. But this scenario could, I believe, fulfill the conditions in James (as the earlier message above mentioned) of elders of the church laying hands. It would provide for a reasonable safe area for those who are weak in faith, and really not sure of their reasons for going forward for prayer.

As for your comment on falling under the power: I agree that there seems to be many reasons for falling over. I don't think anyone should simply fall because they're "supposed to". It then becomes a tradition, or a standard practice for which there is, after all, no biblical teaching. Some who have stayed standing have received a greater annointing then many who have fallen over. No one should be made to feel embarrased because they didn't fall, nor made to feel that they received any less. I've never fallen unvoluntarily, but I don't doubt that many are overwhelmed by the power of God. Each person is different, and God ministers to each one differently, and we shouldn't try to make it all uniform. One of the rules that the Toronto and Pensecola people follow when ministering, is "don't push".
