I don't know what chup cheng exactly means, but if it's so offensive to the ears then it goes to show how "distasteful" the Samaritans are to the Jews. I think Santa Monica has used a pretty accurate of a local version of "samaritan" to better illustrate the impact of the Parable of the Good Samaritan.

Those who want to use this opportunity to attack Santa Monica, no need to hide behind your high moral horses.
